Teemo stumps most lane when lvl1tolvl5: to proc frostfang (80%important), to get lvl6shrooms(65%important), and to denie cs with blind, optional get a ultihunterstack(30%important).
Like most dps support, your kit stats to get outscalled when enter the mid/lategame, Teemo's blind/autoattack gets outscalled at lvl6to7, aspecialy when max w first.
So there is nn for Teemo to get 2v2 all-in-fight in the botlane after lvl6, before lvl10
Even after they step on mushrooms, its till only a 45%chance to win the all-in.
Thats when Shrooms take over.
Teemo's lvl1to5 kit only make 50%of a champ, and his mushrooms add another 33%of a champ, So your basicly 1.83champs vs 2 champs when babysit the botlane
Thats why, you shroom jgl and mid, so in thouse lanes, its now 1.33champs vs 1 champ.
Some playmaking and timing or teaming up with jgler to gank botlane, is all the adc gets to survive lane after lvl8, between the 11min and 16min mark.
Then you get Liandry(16min) and starts to hit the 25%cdr(18min)/35%cdr(20min)/45%cdr(24min) breakpoints, at this moment, your shrooms start to outscale all the enemie champ kits, and your blind starts to undo your cloose combat weakniss
after that you hit warmog, so you can cloose combat and frondline teamfight
