Not sure why everyone wants this to be locked, this is a transaction just like any other... I just don't know why it should be illegal to do it =\

most likely because its almost impossible to enforce scamming / proof.

I guess. Altough there are some transactions on JSP which are 'UNSUPPORTED'... meaning there is no possibility of opening a scammer accusation should something happen and they cannot be mediated. Those transactions are still LEGAL, I do not see what difference it makes, those or referals, same situation.
