Ehhh, nice build but it lacks the survivability aspect.
Frozen mallet is not the best survivability item for its price (meaning too expensive).
My build:
Levi ( try to get this first .... may seem dumb but a good panth knows why to buy this )
Boots of Swiftness
Gunblade ( the active is very useful if you dont know by now )
basically a free ghost/IAS for raping turrets and pvping. This item basically replaces your last whisper.

and always get ignite/flash.
exhaust has 2 characteristics which is slow AND BLIND. Panth is the #1 melee character in the game so blind will not be 100% effective. However ignite is useful throughout the whole game.
