This game is constantly changing and many people plays it everyday, so if you've been a long time inactive you can't expect to instantly get good performances.
May the champ which gave you that win rates in the past not being that good anymore on this metagame or you didn't adapt to it.
There are challenger players OTP's that if you ban his champ, they can barely get out of platinum.
So the problem here are your expectations.
Also you need a good number of games, first to get used to the game again and then to get out of that 28% wr. So patience is your ally
I used to have similar problem that you, thinking that because I was challenger in the past, around season ~3 and getting 1 year breaks I should get there easy without hassle. Game doesn't work that way.
Last season top lane was no impactful at all. Now with changes it's easy. It's just an example. Game is constantly evolving, items, metagame, peoplegetting better through too much content available. It's a highly competitive environment
Try to find what I call "white unicorns". Champs that do the job for you, not what stats sites say, just the ones that give you nice results and stick with them.
I must agree you're right on all your points, but even when trying to watch videos and guides (I mostly watch Virkayu), I can't find myself able to change how I play and that's probably what's holding me back the most. I don't really know what to do in a certain scenarios and I end up wasting precious time.

Yeah, spamming 1-2 champions isn't in my palette. I'm the kind of guy that gets bored of a champion after 5 games max... Doesn't help me I guess, heh. I'm trying to main Diana/Kayn and Viego tho, but Viego always banned. :|
