theres literally no point in rushing to level 30 nowadays unless you want to play dead ranked games (which are dead because rankeds are shit and only nerds play them anymore)
riot knows ur elo no matter how many new accounts you make, they know exaclty who you are and how you play so the matchmaking will always be (accurate and shit), so if you dont play rankeds any game past level 5 will always be as hard or as fun or as easy as if you were level 30.
