It's already been explained on the forums that it is a competitor account for tournaments that the guy managed to access. It will probably be shut down soon after he posted it.

It's funny too: had he not said a word, he might've been able to get away with a full access account for awhile.

I can do the same thing by using CheatEngine and modifying the memory value for IP and RP. It's client side only and means nothing server side.

EDIT: You can do the same thing in any game really. In single-player games, where there is no double-check, you can hack yourself resources. In full-client online games, all values are generally double-checked server side.

How it works is like this:
Server : Account #11111 IP = 100
Client checks with server, reads Account #11111 IP, sets it to 100, you are now displaying 100 IP.
You modify the value in memory for the IP. Client Side, you now have 9001 IP.
You enter the store, check champions to purchase.
The server checks your current IP amount, it's still at 100, because you can't modify it unless you crack into the server.
The server sends your client the red message saying you don't have enough to purchase the champion.
