I read a while ago that riot posted: "we don't mind a smurf or two" in one of their patch notes. probably 3 years ago (might be longer, been a while). It is because they themselves said that, that i never felt worried about smurfing. I also never had this problem. Then again, I don't win 8 out of 8 games with high kdas :rofl:
ps, this is not me denying the claim by any means. I give my own take and try to get more information so we can narrow down the cause. The time/location suggestion is valid too, as many companies (like google, including their log in system) get very forceful and attacking when something seems a little off. (example, i am in an other european country on vacation and google instantly said "we detected strange behaviour, ENTER YOUR PHONE NUMBER NOW!"... (sry, bit off topic)

Yeah Riot August had a number of videos that mentioned smurfing is fine, but in a recent update it has mentioned that there were new smurf, booster and griefer detection added.
