It is not legal from what I understand. So you should not post anything about it in chat trade and trade at your own risk of losing your mtgo account.
If the tickets are legit (bought by person selling) will pretty much never get in trouble as long as you trade bulk cards along with payment on jsp.
The issue that arose was many sellers were scamming credit cards to purchase tickets and then sell them either via bots for cash or fg.
Thus caused them to look into these trades when the credit cards put a stop on the payments for fraud.
