And how does that work in practice? Is it certain guild members who set up these ubers? Or is everyone in the Guild who runs Ubers obliged to let a fellow guild member in to leech whenever they want? Or does paying leeches take priority, and guild members wait until there's an open spot (aka can't find enough leechers). Do you request Uber's/Rushes, or do you wait for them? Etc.
And is this available for each Realm?

Yes during An uber instance we would have one of our members set up ubers I or whoever is not busy will Spin/bw giving Member free rain on leechers
