well thast either a multi, or someone who made an accout several yrs back and never used it, or someone who just bought an account from someone who probly made a bunch of multis back in 2007 and sold it to him thru another website. there are several other D2 trading forums most with much less strict rules than jsp. they allow the sale of jsp accounts and jsp forum gold for cash.

Just for info, a good friend got 1 week suspension + gold lock + looser tag during this week, and got also 10%, all that was just for talking about other websites even without saying their name, so if I were you I would avoid this kinda discussion here
