Use adobe photoshop or GIMP.
GIMP is 100% free and a pretty good program.
Adobe is a 900$ program but it's easy to torrent...

i have gimp and photoshop cs3 , from torrent ofc
but i cant find there animation options for example like tamale has in sig.
or i just dont discover it yet, too many options

i had someone make it for me, spira is good at it if you need help, probably used photoshop cs3
