pollution in water. small fish eat smaller things that have mercury from the water pollution. then the small fish have a somewhat low level of mercury. the larger fish eat the smaller fish and in turn, have a larger mercury concentration. sharks, generally being the largest, eat the bigger fish and thus have the highest concentration of mercury.
