its becuase a trapper needs a 2-17+ to hit the 102 fcr bp ( with griffs ), theres fewer 2-17+ than 2-15's
the 2-17's get snapped up , and theres less on the market , and it gets the interest of trappers who would like a 102fcr build
and the 2-20 gets the interest of any user who likes things like matching inventory's, matching rings, etc

A 2/20 gives the ability to hit 174% FCR on switch for mass mind blasting.
