Firstly a distortion of space would not cause a distortion in time. Time is a creation of humanity, it is nothing more than a way of observing something no different from the counting. Everything else would still be moving the same speed. Due to the fact that a species can only exist AFTER it originally starts to expand, and there is nothing able to alter its expansion after that because the force has already taken place, means that there would be no way to tamper with the original force and therefor no way to alter the expansion rate.
You could argue there was more force at the initial point or w/e but the concept behind a parallel universe is that it's similar to our own in the core ways but differ completely in others. The fore laws, rules, etc still apply.
Firstly, I disagree with what you say about time being a creation of humanity, and so does Einstein.
