Firstly a distortion of space would not cause a distortion in time. Time is a creation of humanity, it is nothing more than a way of observing something no different from the counting. Everything else would still be moving the same speed. However, what you have proposed would be possible EXCEPT for the fact that there is nothing that could cause the universe to expand at a different rate from our own. Due to the fact that a species can only exist AFTER it originally starts to expand, and there is nothing able to alter its expansion after that because the force has already taken place, means that there would be no way to tamper with the original force and therefor no way to alter the expansion rate.
You could argue there was more force at the initial point or w/e but the concept behind a parallel universe is that it's similar to our own in the core ways but differ completely in others. The fore laws, rules, etc still apply.
the expansion rate is directly related to the mass
a universe with more, or less , mass , would have a faster , or slower, rate of expansion
the rate also changes
even our own universe was once expanding faster than today
the only question we are asking is , is there enough mass in the universe , that gravity will eventually stop ,then reverse the expansion

Yeah, I have heard of that theory myself. Only recently have we proven that despite the appearance that everything is moving away fro us, we're not the center of the universe lol.
edwin hubble proposed this about 80 years ago
its " space " that is expanding
and everything is moving away from everything , at a constant rate , called the hubble constant
