it is based on melee dmg

and fcr DOES make his attacks faster, but not higher dmg

na we tested this a3 merc on single player, enhanced damage does make a difference. With 500% en dmg added on the wep, he did 6.2k instead of 4.2k... and added on the armor he did 4k as opposed to 2.7k without the armor.
