toon = character

respec means to reset all your skill points and stats back to start

so if your level 86, you'll have 430 stat points to distribute, and 86 skills to distribute

howhard is it to fully gear a char and make hem bd ass like 45lifers etc.

i think they raised the drop rate of items that were too hard to find, so it's probably easier
