Should there be an ammendment to the voting process? If after the first 24 hours, only the votes in are counted??? Or you can say that the other votes will be alternated between yes and no, which won't give you an even split all the time when we have an odd number left.

Yes, something has to be done. We could add a qualifier of 75% yes votes after 48 hours = entry. So if we only had 21 members vote and you got 16 yes for 76.19% you are granted membership.
