Further it has been suggested that I make a COT Ladder Mule account with 8 characters, one of each discipline, to share found items with members when found. I am happy to do this if you want.

He probably bought over $500 of fg and needs Paul to confirm the payment before unlocking the fg. It's happened to me a few times. Anything $500 and over locks your fg until the legitness of the payment is confirmed.

EDIT: Well apparently he scammed one according to Garnier.
EDIT2: Yep, bunch S/A's against him, over 300k fg. Sad...
