Open your PDF in your viewing software. The could be Adobe Acrobat, Preview (Mac only) or any other viewing software.

Open the print preferences. Choose a different page size, or find the box that lets you determine percentage scale. (The locations of these options will depend on your software.) Take the PDF down to the size you want.

Print the PDF.

Scan the PDF back in to your computer. Be sure you save it as a PDF. It should be rescaled and resized.
