You are the democratically elected leader of a medium-sized, medium-income country with a fairly diversified economy but a somewhat unstable past, with not-so-distant episodes of authoritarian rule. Completely unexpectedly, a government-funded research institute in your country has discovered a clean, safe, and extraordinarily cheap way of generating almost unlimited electrical power. (Think “cold fusion,” but a version that actually works.) Their method is known only to them, you do not propose to make it available to other countries at this point, and the scientists who discovered it are loyal and well-rewarded enough that you need not fear they will sell their knowledge to others. Your geographical location is such that you can easily export this energy (by transmission lines) to neighboring countries that will eagerly purchase it. You want this discovery to become a blessing, not a curse, to your people. You want to raise their standard of living, continue to grow and diversify the economy, maintain a democratic system, advance gender equality, reduce economic inequality, improve the educational system – in short, you are one of the “good guys.” You are also very well-read in comparative political economy.
