For the bug you have to use "Laws of Valor" with "Answered Prayer" and u have to find an empowered shrine.

Find some thrashmobs after using the shrine. To raise up the time from skill rune. Then use the skill again so the passiv rune doesnt run out. After this you have to activate the skill all the time it can be activated and the bonus will be active all the time. The timer should raise more and more (tested it up to 10+ mins.). If you raise up the timer this high you also can switch the skill for something else. The timer will be still there.
