this stats doesn't tell much about his playstyle.
probably his most played heroes could give a hint.
but even then he can get carried by friends.

the stats say he's flat out not good, that he doesn't support, that he doesn't ward, that he doesn't do ANYTHING beneficial to the team. how is he 1700?

Once you hit 1700 you only have to win 50% of your matches to stay at 1700. So you don't have to have good stats to hit 1700.
