Well S2 is more worried about filling up there roster atm than balancing. Once they fill like they have a complete roster; They will start fine tuning each hero.
There's little to no point in wasting all their time in balancing everytime a hero comes out. Their more worried about the bigger fact that they need more heroes and more variety.
After all that they will balance and nerf n buff whoever needs be.

heroes need to be OP so ppl will play them

However not all heroes they release are immediately nerfed (see nomad)

Why are you guys so dumb?

Also play banning modes if you hate new heroes
