you can use it as inv healer/ pking into enemy and fast islence them.

ward alot..

and so on.

Won't be as effective as other supports because of the lack of other supporting abilities.
Almost like saying "I'm playing BH as a support, i can use ulti on them so they wont move, buy stormspirit, sheepstick and pots to heal".

don't forget you can silence the carry and give him 80% dmg instead of the behe wrecking the team. (every fucking game i swear)

bh cant support shit, scout can work as fast running inv hero to heal escaping heroes.

use pk to silence large areas(can work almost as vindi ult)
map control like keeper.

The problem with such ideas is that support tends to be able to support early and mid game. Scout cannot.
So until he gets items, he's the most worthless "support" in existence and is more of a liability.
