9% isn't that much..
lets say that a skill has a cd on 12, and if u get spellshards and upg it to 9%, it'll be like 10.9
so really, isn't that much

The 9% doesn't seem like alot, but it goes a long way when you're in combat.
There's been plenty of times where I've died just because there was a fraction of a second left on a major cooldown such as a stun/ult etc, that would have saved me and gotten me a kill.
