Not saying at all that psr determines skill, just saying what distinguishes good players from average ones?
if i had to think of 5
1) knowing when to farm when you are a carry. lots of 1600s get one core item then go off trying to gank, losing alot of gold. good 1800 players know that you can never have enough farm, and always try to get CK whenever possible.
2) knowing when to ward as support. that means, buying more than just the starting set of wards. 1600s seem to buy one set then never buy again. good 1800s buy a new set at the 6 minute mark, etc..
3) knowing how to ward as support. 1600s tend to always ward the same spots, regardless of game situation/counterwarding. good 1800s ward in different spots depending on how aggressive the team wants to be, or depending on where they know there are counter wards.
4) knowing when to gank as mid solo. 1600s tend to try to gank even when they lane is pushed or when they don't have enough levels/items to do so. good 1800s know that even on heroes such as pebbles, you have to farm a bit and wait for a good opportunity to gank.
5) carrying tp scrolls and using them correctly. lots of 1600s either a) don't always have a tp or

have one but don't use it at the right time to support allies. good 1800s with coordination know when to TP to save an ally, and know that always having a tp in their inventory is a must.
