There is literally not a single person over 1800, anyone over 1700 at this point is considered the best of the best, as competitive play and number of players has dropped significantly as of late (thanks to not only HoN going retail, but all the drama surrounding Hunter_). Don't expect anyone to be over 1800 for about a week, and probably a few weeks before we see competitive play to start picking up again.

Edit: Turns out the player ladder does indeed work now and there is now 1 person over 1800 PSR: Tarano.

Regardless, it will still be a week before you see multiple players above 1800 (surprised there's even 1 tbh).
