i dunno what it is but it seems some accounts it's just impossible to get mmr on, i've played high rating on pretty much 3 accounts, 2 of them total impossible to gain raiting on
3rd one i solo q from 1950 to 2000 in probably less than 50 games without tryharding or picking cancer heroes

i've had decent success solo queue, gone from like 1620 -> 1780 in the past 2-3 weeks
recently started queuing with random guys from d2jsp and i have a much higher success rate w/ them though

but this last stretch is proving a little more difficult
