Smurfing was basically put to an end with the MMR compression patch since if you try to smurf and win your first 5 games on a fresh account, you're automatically 1600. This way not only do you overcome this barrier, you are also able to smurf for far longer amounts of time since you are getting less than 1/10th of the MMR per a game that you would normally get. So essentially you can play 10 fungames then lose 1 on purpose and repeat the process and stay at the same low MMR to smurf indefinitely, making stats resets unnecessary

Macrohard posted this in GD last night, same guy I assume. But this is basically the situation. Someone from S2 posted in the thread, likely they will reset his mmr to 1500 so he can't do this anymore.
