With blood chalice anything is possible.  With the constant threat of a fissure block nothing short of a blinker is able to stay inside xp range.  So, you don't get the constant harass like you would from say a glacius or WS, but you still get the same effect.  It also ensures you have a solid initiator later on, which a lot of tri-lane team builds are lacking.
