The GM found that the reported player did not specifically break the Code of Conduct and/or are in a grey-zone in regards to their actions.
What is this supposed to mean? My ally deliberately used a damaging spell on me when there were no enemies near us whatsoever and we were right outside our own base. A spell that kills me. For no reason.

That means whichever GM did the ticket did not think that the action was ban worthy, and issued a formal warning to the player instead.

Punishment can range from a warning to a multiple-week suspension depending on the above factors. GMs have no control over individual punishment--their role is limited to deciding whether a suspect is guilty or not guilty of the charges brought against him.
