Completely false, most hero matchups in terms of 1v1 mid are completely based upon level breakpoints.
An example is soulstealer versus a vast variety of heroes, you almost never get to play aggressive until level 3, and once you hit three you can kill almost any hero who is even slightly out of position.
Other heroes, such as deadwood, take an early advantage from levels 1-3 then taper off until six, at which point it's almost expected for them to score a kill.
1v1 mirror matches are about the only thing that's farm dependent, and especially biased due to the in game shitty system of tandem hits awarding the kill to random things. It's skill if you have 5 more base damage and therefor can initiate your swing .1 of a second earlier and therefor getting a cs. It's a game of chance when you both hit the same thing at the same time and it randomly awards a creep kill.
Either way, while I concede the point that outside factors(ganks, runes, etc) will have a larger influence on the game than the actual 1v1, being skilled enough to peel enemy ganks in your direction and consistently winning mid in a 1v1 situation is definitely a skill worth having. It's very circumstantial, I've lost mid from getting out played, not having a chicken, RNG missing uphill, etc. That said, I win mid 80% of the time, and about 50% of the times I win(40%) I peel ganks and therefor take pressure off of the sidelanes without even having to gank.
Any 1v1 games that are meant to refine gameplay should always be two seperate heroes as mirror matches will do literally nothing other than help you learn animation timings.
