yes but if you queue for basic games with people with high mmr you will never find a game
so a good rule of thumb is all verified or no verified
you can make 3 basic accounts and smurf np

yes, but verified doesn't take that long + you get to stomp people with actual legacy accounts
however, if you have a too high win % before you can play verified games, it takes a long time to get into games (i went 14-1 or something and queues took 5 minutes +)
so gotta mix in some rooping if you don't want to have long queues

Ya you still have the same heros, you can always swap with someone to get another hero tho.
