I believe IP bans are never issued with the reason being that IP is not a reliable way to keep an offender from playing, and raises other issues as well, such as having siblings/roomates who play, or lan centers etc. To get around an IP ban, you would simply use a proxy anyway.
Can you even use a proxy to play this game? Won't it increase your ping by a lot? Obviously you're better off changing your IP if you have a dynamic one.

This is actually a good reason to appeal bullshit suspensions. Though i'm guessing 95% of the time your suspension will stick.
