A: Because it would violate the Terms of Service, and potentially segregate the community. Currently, there is a compromise-solution, but I personally don't know when it will be functional, I cannot give an ETA. The proposed solution allows you to see how many of your tickets have been processed, and a rough indication of the guilty to innocent ratio.
Q: Why is the RAP text box still not fixed?
A: From what I've been told, this problem is more complicated than people think. It is actually an engine issue rather than a simple UI bug, and that the amount of work needed to fix it does not justify the benefit, so it's fairly low on the priority list.
