New players tend to harass less and don't grasp the concept of mana not accumulating interest. Also, the idea of a hero with high base damage not "needing" Hatchet is silly; a KotF without Hatchet is difficult to manage, for example, but a KotF with Hatchet will receive every creep kill. Because it scales with your damage, it amplifies an advantage. Given the increase in Hatchet usage at lower levels, it makes sense to suggest the item in return.
You can make arguments the other way around as well, but I figured a Hatchet/Buckler setup would be friendlier.

No, teaching them to adapt to their environment and not mindlessly following a cookie-cutter build is preferable. The worst possible thing in this genre is for there to be a hundred items, yet be ostracized for buying anything other than a small percent of what people consider to be viable on your hero.

That was something I've had a lot of personal success with. I changed that to a more "acceptable" build quite a while ago.
