Even 1900+ there's still some horrendous players

But generally, 1800+ people start to have a clue, and 1900+ people know the game pretty. Anything below 1700 people are just bad, and 1700s brackets people are pretty bad but they think they are good.

People go afk/leave or get arrogant when they get killed in ganks...

Last game, our flux went afk cause he allways died by initiating with his ulti.... We would have won...

below 1700 ppl have no clue about the game
1700+ still bad and make shit item/skill builds
1800+ decent; but still many bad players
1900+ good; know the game well and do proper item/skillbuilds + tactics, i love games with only 1900+ players, sadly this happens like once a week
