most vital thing has already been mentioned, you need a ward so you can keep vision on him.
in pubs ppl wont do that for ya, i pretty much buy ward for myself mid any hero anyway.

early bottle, nuke creeps before rune so you can maintain control.
land your nukes so it hits dev+the creeps same time.

150-300 damage razes, the kill window from level 2-3 is like two creep waves. Even then, without extreme creep block help or a tower killing a properly built SS at level 2 is going to be a huge stretch.

I would go 1x Runes of Blight, ( Debatable: 1x Ward [on the hill] ), 4x Minor Totems.

Use your Hands for Last Hitting/Harassing/Pushing at lvl 3ish, lvl 1 is debatable but lvl 3+ is key.

This will get you a bottle by 2 minutes in no time.

Every 2 minutes at the :50ish marker for the rune, nuke the creep waves to push the lane back to have rune control.

If you know he's coming in w/ RoT then to hook just nuke him w/ Hands and Auto attacks.
If he does land the hook rather then running [unless u know you're safe obv] nuke him once or twice followed up by a few auto attacks when he has RoT on and it should be enough for him to either back or stupidly keep going for a free kill for you.

It's always how i've played vs devs at 1700+ level.

Some devs are better then others obv and different strats work vs diff levels of players on him.

The ward on the Hill usually helps a ton though vs decent devs.
