this is true except if you're versus some of the standard public noobheroes like

DW / pebbles / blood hunter

cause u can harass them out of lane easily with toxicity / spray, and by the time they get level 6 or so to combo you , you should have strength treads + many even vitality booster ready, so they'll get u to like 1/3rd hp at best

yes but if that happens rampage will charge you 24/7

its much worse in dota, he is designed 100% in favor of bad players. let's see:

charge which allows u to gank across the map ignoring pathing, so you dont need any positioning
passive which gives u great dmg + ms
RNG based bash which procs all the time if you're a bad player
point and click ulti that gives a huge disable and can't miss

also friendly itemwise:

treads, no need to micro just leave them there on str
vanguard, standard noob item, good on SB
MoM, standard noob item, gives like 100% bash chance cuz of attack speed, gives insane +dmg cuz of movespeed, gives lots of lifesteal, allows constant gank
AC, just leave it there, gives u even more tankability so u dont need to worry about positioning / death, and allows faster killing with -armor
