Any hero with a strong nuke / stun and ranged auto-attack will do. You just need to play it correctly. Harass him away from the wave. Make sure to last-hit and deny excessively to keep the lane pushed up to your ramp.
If a BH plays 100% perfectly he's not easy to stop without ganks. But most public BH pickers will make plenty of mistakes. The minute they miss a few creep kills and drop below half HP, the lane is yours since if they come within melee range they'll most likely die (given you are playing a hero like SS, polly chipper, slither, CD, etc)
