you need at least like striders and bottle to start roaming. chalice and/or power supply are also nice. if you just place a ward on his hill, dodge all hooks, and harass out of xp range (maybe with help from roaming sidelane), devo is totally worthless.

he's just so easy in pubs because 99% of people have no clue how to play

I usually allways go for the striders with dev, then just roam whole map. Succesfull dev is succesfull. :)
