Same problem had after retail. I've solved it, try to turn off antivirus, firewall and windows firewall.

could be too much stuff running..
if you have vista might be the problem
firewall is making it slower
could be your modem depends on what you have.. i have friends who freeze or lag because of modem (probably it) but if its just this game then no idea
or if you can have a friend bring his computer over play HoN... if he has no problem its your compute, need a new one.. if he does have the same problem its your router or modem

If you've got low ping and bad delay, check your connection. If you're on wireless, then go get a cable, or fix your router/modem. If you're on a cable and it's still happening, it could be your network card/driver settings..
