faster attack speed = faster charge countdown on time lock = faster chronos stuns
edit: also, consider the fact that brutalizer isn't 100% proc chance
and even if it was, you'd need high attack speed to take advantage of it

more attacks = better chances of stunning = better chances of stunning right after cooldown is up
if brutalizer is ALWAYS on cooldown, it's at max efficiency

I don't believe this would be a good build.. i mean, if u get a savagemace etc, youll kill em faster, which by all means is the goal.
Also, you want to be able to kill 1 person in ur ult.. If u have perma stun, ur ult is useless, if u don't place it well for ur teamm8s

good build for chronos, steam,EP,savage mace, the 3 other spots left depends on your enemy team, need shrunken? wingbow? etc, charged hammer i think is a good item to build due to IAS+ proc chance on light and shield from mjollnir
