I don’t think it’s very good because of the lightning damage.

Could be decent with another flat attack damage in its place unless I’m missing a build that would use it.

Self use more like it. Lightning damage prefix and life is hard to put into builds. With current meta, rarity seems to be the way to go and this doesn’t have that.
