What does this verse mean?

"Do not cut the hair at the sides of your head or clip off the edges of your beard."

Is it the same message behind not getting a tattoo?

i dont have much knowledge but i just wanna say,

verses 26-31 are all about sin. i assume there was some cultural background or meaning behind cutting/clipping hair, where it's related to sin

i could be totally wrong
