“Judge not, that you be not judged. For with the judgment you pronounce you will be judged, and with the measure you use it will be measured to you. Why do you see the speck that is in your brother's eye, but do not notice the log that is in your own eye? Or how can you say to your brother, ‘Let me take the speck out of your eye,’ when there is the log in your own eye? You hypocrite, first take the log out of your own eye, and then you will see clearly to take the speck out of your brother's eye.

For the eyes of the Lord are on the righteous, and his ears are open to their prayer. But the face of the Lord is against those who do evil.”

That second quote "Do not repay evil for evil" is what i believe the bible means by do not judge. It means don't condemn.
Martin Luther King was a man of God and when he hoped we'd judge by the content of character he meant rated, or viewed.
We should have a discerning heart but we shouldn't be throwing the first stone.

Hebrews 5:14
But solid food is for the mature, for those who have their powers of discernment trained by constant practice to distinguish good from evil.

Judging is good and natural. It helps to make us stronger better people.
