Well I guess that depends on what you define as "good". Torm seems like a very hardcore funadmental Christian, following the bible like the letter of the law. His definition of good means somebody that does ALL good and absolutely no bad, which with anybody in the human race is impossible. Ghandi was not perfect, as no human is, so Torm believes that he is inherently bad(see: original sin) despite all of the good things he did in his life.
Most Christians I know(and even myself) judge people by how many good things they do, and somebody who does very good things, or a lot of good things and not a lot of bad things would be considered good. I would consider Ghandi a good person regardless of what the Bible claims about people being inherently bad, because of all the numerous good things he does in contrast to the very few bad things he may have done.
