I am missing 32 points (im lvl 90) from a guide im following

lets say the guy is lvl 100, so I would still be missing 22 points

I have 24/24 weapon set points, I think I have done all the skill quests

how do I get all those points? in atlas? I paid for a lvl service so im a little bit lost -.-

show me the guide and i can probably help you, if you DID NOT apply the weapon set 1 and 2 points, that probably explains it.

Yeah just make sure you apply the weapon set 1 points exactly where your guide tells you, they SLIGHTLY appear different colors when applied in the actual game, the weapon set one being like orange-ish and the weapon set 2 being green ish

how does it even work, are they both active all the time or is it only when you are swapping weapons?

They are set to be continuously active on most the builds i've seen

for example on my Ice Shot Sniper build; you lock your bow and quiver, and you use your weapon set 2 points just for your freezing mark.
and the rest for pure Damage with your ice shot and snipe
