Neither. An example of the complete and utter lack of testing this patch went through. It took me exactly one zone in act 1 to realize the outrage.

Was a broken game mechanic that was exploited in a way that was not meant to be.
The good news, GGG is banning accounts that exploited this and removing the currency from the economy.
